They will be no luxuries (they are not luxuries even today) but easily available and affordable to everyone. Even somewhat "mandatory" to some extent, thanks to social pressure.

If I had to put all this into a stew I would say, there's going to be some kind of brutal atomic war. The survivors will then go on and live in small roaming pockets, subsisting for thousands of years perhaps.
When the world begins to recover, we'll build back up but wont be able to use fossil fuels. If new pre industrial nation states form and have wars and trade with each other it's possible they might come up with some green forms of energy on their own. It's highly unlikely any of the nations we know today will survive this period. I can't see into the future though.
