Why countries like France, England and Russia centralized relatively fast and other like Italy and Germany was okay with being a mess?

centralization is not the same thing as encompassing a nationality (whatever that really means) under one state. plenty of states containing germans and italians made attempts to centralize, some like prussia, saxony and bavaria succeeding.

Holy Roman emperor was elected as opposed to inherited. There was no centralization of power in this system like with hereditary monarchies. And the empire controlled northern Italy until the cities there seceded due to the emperor's lack of control over them.

The small independent states of Italy and Germany were quite happy to remain independent until the rise of nationalism in the 19th century which is the only reason they were unified.

Pure speculation here, but places like Rhine and Po valleys seemed good at supporting strings of powerful merchant cities, thus making it hard for any one of them to emerge as a centre of power and completely overtake the others. France and Russia, on the other hand, are made up of a couple of urban centres with vast agricultural regions between them, thus making it easier for individual centres to rise to power. Also, less geographical barriers: compare the Appenines to the plains of European Russia. As far as England is concerned, I guess that the fact that it is on an island played an important role.

Because German Princes and City-States wanted to keep their rights and so ensured that no Centralized Government would rise among them.

That and a lot of them are powerful in their own right.

Italy is STILL a huge fucking mess that is mostly only a united country for convenience. Traveling through Italy is a massive clusterfuck.

Moscow had the luck of getting all its enemies early on rekt by the Mongols so none could stop them from forming Russia..
