Portugal was a third-world shithole, completely isolated by the international community and muddled in a unwinnable war in the African Colonies (militarily in Guinea, politically in all the other places) by the time the coup happened in 1974.

Savior, maybe, but only to an extent. Estado Novo was ingenious, reformed and fixed Portugal's shite economy from the Republican era and revived any element of national pride. Not to mention he managed to keep his country out of WW2. Towards the end, he got senile and sort kept Portugal from progressing and they are still somewhat behind because of it. Overall, he was a good leader, despite being a dictator. A lot like Tito in that aspect.

He was arguably a savoir to the nation he lead, but perhaps not to other countries. He did treat the subjects of Portugal's oversea colonies with the same dignity and respect that his own citizens received, so that's something.
