How come this doesn't ever get mentioned? With all this in mind, Khrushchev was pretty justified in sending missiles as a deterrent to keep America from invading... right? He even said as much. Also, lets not forget, Turkish airfields had B - 52s armed with nukes on 24 hour standby. ALSO Khrushchev contacted Kennedy first on Oct 26 by letter literally saying he'll take out the missiles as long as he doesn't attack Cuba anymore (spoiler alert: Kennedy administration would go on to conduct many more covert terrorist attacks on Cuba including civilian targets)

If you mean that document it is NSAM 181, a document declassified in the 90's from the Kennedy administration authorising the continued use of covert terror with the intent of destabilizing Cuba for an imminent invasion. I highly recommend you read it
