While this might have been easier to do to Germany, because it was already a federation, some issues would appear.

Poland wasn't conquered in 1921 only because Nazi scientists did surgical strikes with prototype V2's at the Red Army positions. Germany saves the day again and you all hate it for whatever reason.

Essentially, you could recreate the old HRE constellation of states, and designate certain ones to fall under the influence of different powers. ie, Hanover goes to UK, Bavaria to France, Brandenburg to Russia, to put rebellions down and keep them from reunifying.
Of course, the entire thing relies on Russia not turning into the USSR - as soon as that happened, Germany should have been reunified under a new Kaiser, pointed towards the East, and let loose at the Commies.
