Arab =/= Arabian
The problem with pan-Arabism is that no Arab leader wants/wanted to give up power in order to facilitate pan-Arabism. Instead you have a bulk of countries which claim to be pan-Arab yet see each other as potential rivals.
Language is also a problem. I have an Iraqi friend who said that he found it very difficult to understand Egyptian Arabic whilst Libyan Arabic was like a completely different language to him.
