Argentina was the apotheosis of a shithole. Literally Somalia. An intermittent civil war, with warlords and their private armies keeping the country eternally unstable.
Uruguay was a farmland. Always at the mercy of its two neighbors. It was not complete disaster, but nothing noteworthy.
