After the Winter war between Russia and Finland, which Finland won, they made a military alliance with the Germans to stave of further Russian attacks. The Germans were happy enough to have someone that did not want to fight thenm after they picked a fight with Britain, America and the USSR, and never really had a chance to take over or "purify" the country, due to having bigger problems to deal with.
I still think a German Eastern Europe would've played out a lot more interestingly than what we actually got
