Depends what you mean by the Roman Empire.

If all you mean is a wide-ranging group of territories and cultural groups administrated directly or indirectly by the Roman government, well that shit predates either of the two and dates back probably to the late third century BC when Rome started to swing its dick all over Carthage, Macedon, and the Seleucids and gain client states in the eastern/southern Mediterranean. In that sense there wasn't any one founder in particular.

If what you mean is when the first guy held unlimited supreme power over the state such that he could have been called emperor, Marius and Sulla had both done that before Caesar came along and there isn't really much exceptional about the way Caesar did it.

If what you mean is the first guy to be called emperor as such, that's Imperator Caesar Divi Filius Augustus.

If what you mean is when Rome's territorial boundaries for the remainder of its unified existence pretty much coalesced, that's Imperator Caesar Divi Filius Augustus.

No historian thinks that Caesar founded the Roman Empire. Augustus founded the Principate and ergo, the Roman Empire. Caesar just happened to assume dictatorial powers.

Caesar took control and instituted some necessary reforms, but when he died Rome plunged back into the civil wars he and his predecessors were fighting.
