Because it makes no sense to native Chinese speakers. Hence, China created Pinyin.

Seriously though, C pronounced like "C" is so common it's the default pronunciation in Esperanto.

Pinyin wasn't designed for exclusive use by English speakers, and it has no obligation to use the Latin alphabet in the exact same way as English does.
