Ironically, that isn't far from true. Except that actual war didn't even reach Catalonia until late 1938.

In the first year they were too busy dicussing ideoligy, starting communes, and sending party columns when and where the political-military leader of each militia felt like, meanwhile Franco was rolling over the South and cucking the Basque Country and Asturias after his advance being repelled in Madrid.
