Definitively not. While it is true that Firenze and Roma were enemies, Cesare was actually a respected man in his time (he was only vilified because he wasn't a pure Italian, he had spanish blood). Also, Macchiavelli dedicated this book to his ruler's son to have permission to enter in Florence, from wich he was banished, so there's no way he would joke about it.

Meditations is really overrated. Its not the best stoic work. It could hardly be counted in top 5.
not saying its bad but The only reason it is popular is because it was written by an emperor. Le philosopher king maymay made it famous. Literally meme book.
If you ever study stoicism professionally you would come up to it very very later on. Seneca's, Epictetus' works are both far more important and better in understanding stoicism than Aurelius' personal journal
