Most true communist are vehemently against intellectual property, so i can't see art thriving under communism.
Good art has been produced under capitalism, and it is arguable that capitalism created those conditions which made the art possible.

This is only a problem if you only consume (lel) the most basic, pre-entry level shit. There is plenty of good art, music, film etc. and it's literally never been easier to find it. If you're not a patrician in this day and age it's your own fault and you likely never would have been.
It can be argued that capitalism creates wageslaves without the time to work but in most capitlist countries it's fairly doable to be a neetbux artist or to do art in your free time.
