I guess Japan took the idea of dark elves from old western fantasy, forgotten realms, dungeons and dragons and other works.
In those works dark elves were nothing like the cute girls from japanese mangas/games, they were brutal creatures fighting against a even more brutal world, the society of dark elves was one where only the strong survive.
In those works dark elves look nothing like they do in japanese media, in record of lodoss war they look 99% human, dark elves in western media on the other hand have a much more inhuman/monstrous appearance.
Japanese elves are not really "elfic" so to speak, they live like humans, eat like humans, they love like humans, despite living in a medieval world with dragons and monsters killing people left and right, japanese elves always have perfect skin with symbolic scars only, and perfect teeth, there is nothing elfic about them aside from pointed years, they are 100% human.

Being a huge bastard aside, Volt's plan was actually pretty smart. He was able to tap into the lust/resentment of men like the prime minister dude who worked with Alicia which was probably widespread and as seen with Alicia/Celestine there was definitely a lot of pent up lust towards the figurehead women.
The Princess Knights and Celestine were put on such a pedestal (My guess is that the entire society as matriarchal rather than patriarchal) so once their long held idols became available to them the rank and file citizens had no reason to complain when the alternative was fighting a war against Volt and his monster crew.
