You basically just gave a reworded version of the ant and rubber band problem. If everything moves in certain steps, then after the first moment the man has moved 1/100 the length of the ground, then next time its 1/200 the length of the ground etc.
The amount of total relative ground he has covered is 1/100 + 1/200 + 1/300.... where the number of terms is the number of times we are considering the movements. This is the harmonic series essentially, which does grow albeit at an extremely slow rate. The man will reach the end of the ground after 10^43 moments.
