Animations like this are, for the most part, just animated doujins. Low budget adaptations of doujinshi/H-manga with low budget animation.
There are still some good hentai being produced, it's just that nowadays there's also an abundance of these lesser series being produced.

has a good point, japan's in some pretty shit economic situation right now with the fucking yen at a ridiculous 123 yen to a dollar, which is basically like for every dollar you give someone, they give you a dollar and 23 cents back in exchange, people just don't have the money to do much anymore and they don't want to spend it on hentai
part of this is due to japan preparing for the tokyo olympics and part of it is due to japan's PM being batshit insane retarded, they're also supposedly using this slump in porn production to try and snuff out the markets in prep for the tokyo olympics because dear lord what if they see what our country is already famous for, weird porn!
