1. Get a good picture
2. Layer all the body parts (breast, hear, head, arms, legs, etc...) using photoshop, gimp or similar
3. Animated all those layers using after effect or an animation software. An armature/bones system is highly recommended (for instance DUIK for After effect)
4. If your animation looks crap, add a blurry filter.
5. ???
6. PROFIT !
