there are various effects which will give you different glitches. not the vhs retro style stuff tho.
pretty easy to do and has a few tutorials
When I tried to produce glitches I used mostly a normal text- or hex editor. Just drag an image onto the editor and then mess around with the text. I assume that you could do the same thing with videos. The difficult part is not to break the file.
