My 2 cents:
Are the red squiggle lights coming from the character? If so, make them larger the closer they are to the character. Right now it looks like it's coming from further back in the city. The Character looks very out of place and rigid, and the blurring of it doesn't suggest movement to me.
Also I looked at the top left corner first because it has the most contrast and I doubt that that is what you wanted the focal point to be.
i think you should use a different background
maybe an alley so that the perspective matches

But that's okay when new. Check out some PS tutorials on random shit on Google/Youtube, and in a few months you'll be able to do something that's way better.
