they took a picture then ran it through illustrator live trace. probably didn't take more than two or three hours

looks like a live trace effect. Maybe picking some sort of image up or painting it up yourself in photoshop and running it through a live trace effect in Illustrator. Try and play with the thresholld effects to get what you want out of it
