I don't know what vector magic is. I just use live paint and image trace in Illustrator. Make and expand, son. That adobe capture cc app has helped me a lot for hand drawn stuff I guess, if that's useful.
Can't believe how many shitty replies this has gotten..

But here are my experiences;
Learn the shortcuts and use a tablet. Using tablets has been scientifically proven to speed your game up by 30%. And you can further do so by using shortcuts.

>Creating shapes
Now, when it comes to vectoring. Use ellipse tool, rectangle tool etc as much as you can, most forms in an image are built upon these. Use direct selection tool to tweak if you must, and combine shapes (merge) if you need to.
Otherwise, use pen tool and press V to change direction completely when tracing/creating a shape that ellipse tool etc can't help you with.

>Coloring
Learn mesh tool, I can't even describe how good mesh too is.
Shortcut A (direct selection tool) to pick a mesh point and then shortcut I (eyedropper tool) to pick a color from a spot/area from an image.
Remember that you can make parts of your meshes transparent, and therefore lay meshes on top of meshes and make them blend really neatly.

And remember: Practice makes perfect.

Trace things with the pen. I mean, yeah practice, like everyone is saying, but tracing complex shapes will force you to use then pen in ways you might be if you were just trying to illustrate something from scratch
