Photoshop Question:
I found this image online with the bright blue and magenta highlights to give this neon feel, my question is does anyone know how would I achieve this effect on a portrait?
Any tutorials or tips would be greatly appreciated

Levels and color adjustments.
Dude you can disect channels after converting to CMYK, you pick each window, select bitmap > halftone (or any other style)
In case of half tone a new window will appear, it is where you enter the angle of for every color..
collect all layers and put them in one window CMYK order and one extra white layer in the back ground

I had a quick go, is this what you mean? I added the original pic in there too. I would have to say it depends on lighting / contrast / quality of the photo.

Oh and a followup, yes it's possible to do, no I don't think it's a good idea, it'll look gaudy as fuck, it looks good in the photo because it's a liquid, the way it refracts light is pretty. face light no pretty.
