VPNs are detected and do not work either. Tor is blocked unless using a bridge but bridges are constantly being blocked as well.
I currently use a Virtual Private Server (VPS) which is different from VPN. Essentially you control the IP address and machine being used outright, so others' traffic will not be mixed with yours (like a VPN). This is the only solution I have found to work consistently. For VPS you can email the provider and ask for all new IP addresses in case of blocking as well.
