Do you mean eat at maintenance for 2 weeks before switching from cutting to bulking and vice versa? Can't find anything that explicitly says you should stop lifting for two weeks.

It sounds like 'taking things easy' means easing up on the cut, not stop lifting.

Even if you cut at a 1,500kcal deficit, there are times of the day (namely right after you eat your daily 500-1000 kcal) when you are packing on fat
