My testosterone, total, LC/MS/MS value is 619 ng/dL

With these measurements what would be the recommended course of action? What do you reckon my genetic potential is? Right now I can only curl a maximum of 20 pounds with each arm. I can run a mile in 15 minutes. I'm consuming anywhere from 800 to 2300 calories per day.

My goal is to improve the overall aesthetic of my physique by packing on muscle mass. I figure with muscle mass comes an increase in strength and power.
Whatver diet I pick up needs to be something maintainable long-term and relatively healthy so things like GOMAD are out of the question.

How can you be hopeless?
I would recommend EMOM calisthenics in your target areas you want to do HIIT for. And Frequent intervals of calisthenics that relives your targeted HIIT muscles so you do not impair recovery. Start with body weight to make proportionate gains. If you want to make gains increase consumption. Buy a Fucking Door rigged pull-up bar. So if you do chin-ups for High intensity, then alternate to freuqent pull-ups for frequent set training. You will probably do none of this but goodluck anyways

Continued. I would start with lean protein and do at least 100 grams for your starting weight. Abstain from fats. This will at least help you identify aesthetic gains and give you a slight motivational improvement when you start to have a better self-image.

Continued. Lastly, a lot of it is healthy decision making outside of the weight-lifting. Sleep better, avoid pornography and toxic peers in your life. Sleep is highly under rated. ABSTAIN FROM DRUGS/ALCHAHOL. Alchahol really took the wind out of my wings when I fell into that so avoid drug using peers and drugs. Freuquent Masturbation the "Sex Craving" resources in the body. Marijuanna makes people flat out under achievers. Take an intellectual hobby of getting into studying supplements and chemicals. Find a credence. Browsing 4chan with serious ambitions is an atrocious way to start.

You have no clue what you are talking about.

I suggest OP just follow the sticky until you have decent strength base. Don't forger good CLEAN nutrition (not IIFYM) and proper sleep.
