REalistically, could anyone reach that level, even with steroids? Could you pick any person, put them on the same diet and training Kroc did, for the same amount of time and with the same drugs, and still expect a monster like pic related and simialr strength?

Is the average person going to put themselves through the kind of hell that Kroc was willing to? Nope. And that be the biggest difference.

5'9, competed at 220 (although he walked around at 250 or more - very few people could cut weight for a meet like Kroc). Best total was 1003/738/810 in gear for a 2715lb total but some lift PRs were higher.

Not necessarily true, majority of cases you don't need to as one testicle can produce enough. I had it and I didn't.

To hear Kroc tell it, losing one ball and needing TRT to keep normal hormonal function was the trigger for going full steroid - since Kroc couldn't get a waiver to compete tested (they don't do medical exceptions for anabolic use) there was no point staying off compared to loading up when competing untested.
