I'm pretty much stuck at 155lb 3x5 bench but I know it'll skyrocket once I lean bulk (300 cal surplus).

I eat 100g of protein at "400" cal deficit
I add quotation marks because I am supposed to eat 2200 call but I keep it at 1800.
I also work physical labor, lift weights, and run.
I don't know where that puts me. Bench and everything has gone up. Been cutting 8 months now

Not necessarily. Muscle strength is gated by the CNS - muscle tissue is extremely strong, capable of incredible feats of strength, but your nervous system limits the amount of force you can transfer to preserve your tendons/bones.
On an extreme cut, as long as protein consumption is absurdly high, strength loss is due to fatigue/lack of glycogen.
