Are times sets (90 seconds to rest) effective or is it all just a meme?

Rest times have no significance.
It is only volume-load that effects results. Low reps-high load is good for strength. High reps-low load is good for endurance.
i rest for like 2 minutes between sets i don't think it makes much of a difference except that i can do all my reps

If your workouts take more than 1h30 then you're either overdoing it or are resting too much. 2-3 minutes for hypertrophy and 5 for strength

Depends on a lot of factors, i need more rest between sets beacause my heart takes a little bit more time to slow down, so i rest 2-3m on my lasts sets of pullups for example
