What's the problem? I have phimosis. Granted it's not a very severe case but there's no way for me to retract the foreskin all the way over the head without a deal of pain and discomfort.
Anyways sex wise it doesn't matter. With a condom you don't feel anything, and without a condom I find pulling out very slowly tends to roll the foreskin back onto the head comfortably.
