Cutting is just putting a greater emphasis on losing fat then on building muscle.
Bulking is the opposite: greater emphasis on building muscle than losing fat.
A good cut means you have as little fat obscuring your muscles as possible.
A good bulk means you are putting on as much muscle mass as you possibly can.
A bad cut means you are malnurished, losing muscle mass, and skinny fat
A bad bulk means you're fat.

Why no meat? Lean meats make me feel full as hell. Half a pound of steak, cooked in a tablespoon of butter, with veggies, is only about six hundred calories but satisfying as hell, high nutrient, and high protein. Meat makes cutting easy.
