Have you ever heard the phrase "Practice only makes perfect if you practice perfectly?". It's basically that, if you lift with shit technique you ingrain that technique and develop imbalances. Meanwhile someone that has the focus and mental "strength" to do each rep consistently even when things get hard and they're tired is ingraining a good pattern.

Why has there not been a change of rules for the benchpress? The amount of ROM you can reduce is ridiculous and is actually harming the sport from both a commercial perspective (people see the world record for twinks and laughs at how retarded the sport is when the twink barelly moved the bar 2 cm) and for the lifters themselves (some people can't arch their backs to the point others can, makes it so that potential world record holders don't get the chance)

It depends so much on your current training age. If you're still something of a beginner, you can definitely still make gains on a conservative deficit. I've noticed that deadlift sometimes even benefits from cutting because it's just easier to get down to the bar because you're not forced to try to fold your belly in half
