You could attain something like that naturally with great nutrition and dedication for 4 years. This dude is not natural - in order to get that size you'd have to pull and push heavy ass weight and heavy ass weight is going to bulk up your forearms. I never had a standard routine. I always vary with different kinds of exercises, to trick the body of course and it's good for stagnation.

Always makes sure you hit your weak body parts twice a week. Vary with different exercises every 6-8 weeks and try to experiment with slow reps etc.

Imo a routine is always personal. Listen to your own body.

Try standing tricep extension. Or skullkrushers with dumbells. Look up different exercises @ bodybuilding.com

hit them twice a week. eg monday/tuesday-friday. Don't worry about the weight so much, but more about your form and make sure you contract the muscle everytime. Give it a good squeeze

This to be honest family. My dad was jacked and he trained like a retard (bench, pull ups, curls that's pretty much it), did a shitload of cardio and never cared about his diet. He never used steroids and knowing him I know that's true. He still looks fucking good for his age and maintained a lot of muscle despite barely ever lifting and just doing cardio for 20+ years.

I've got the same kind of build, have always been naturally muscular but only just got into lifting. Doing a good routine, and eating right I'm putting on a ton of mass very quickly which for most people would require roids.
