Any rust cleaner should work to be honest familia. Check your hardware store, someone there might even know something that works well.

Perhaps you should lift more often if your bar is rusting through disuse

If it's crusty, hit it with a wire brush or coarse steel wool. Naval jelly (phosphoric acid paste, get it at Home Depot or similar) will dissolve the rest. Make sure to oil or otherwise protect the clean surface or it'll just rust again immediately.
