I am working on being able to do things like pic related or the splits. I usually stretch at least after every workout, but I was wondering if I possibly could speed up the process a little.
How often and strong can I stretch without weakening the muscles too much or even injuring them. Any aditional tips are also appreciated.
Also mobility general
I heard stretching after the workout won't increase your mobility cause the muscles are tight and you will just get them back to original size.
Also foam rolling worked better for me for some reason

i've been doing starting stretching in the sticky
opening up my hips by stretching my squat has been awesome
i also recommend looking at some of the /owg/ OP material, greg pendlay has some good videos
also i like to watch the warm-up routines of say, klokov or oleksey torokhtiy for some inspiration

No it's not. Rippetoe is not right about everything in the world, and stretching/mobility is one of the things he ignores completely.
