15. I'm 19 now. I can grow what my friends have in 1-2 months in about 4days. Not kidding, but I am somewhat related to sandniggers (sort of) so that's why. Americans/Europeans tend to have nothing until mid twenties.

Get a shavette of straight razor, get a boar hair or badger brush, get some cream that doesn't suck. (sterling soap makes some good stuff, fuck art of shaving.) and learn to shave like a man. shaving will actually be fun and once you get it down the razor bumps and shit become a non issue. The wicked edge on reddit (i know i know.) is a good place to start. I started doing this about a year ago and never looked back.

how fast should your beard grow / how long should you give it?
i get about 5mm of growth in two weeks, never gone longer than that because it still looks kind of patchy (doesn't help that it's about 50/50 brown and blonde), i'm wondering if i should bother trying to grow it out a little longer to see if it fills in (i've noticed not all the hairs grow at the same pace so maybe if i give it a couple more weeks it won't be as patchy)
