The math isn't that good. I know, I'm gay, so I cared about understanding the risks. HIV/AIDS patients aren't all people infected with HIV - a lot have it and don't know (yet), which is why the math provided isn't good.
That said, by avoiding... problem people... you pretty much double up on condom usage. That is to say, if you don't fuck any blacks or people who fucked blacks, that's about as effective as wearing a second condom (despite being a tiny percentage of all gays, black males still make up more than half of all infections). It's not NICE, but it works.
Still, anal sex is about a hundred times more likely to spread STDs than vaginal sex, so the numbers aren't that bad, if you consider gays are not a hundred times more likely to have STDs. Still higher than the rates should be, but not as bad as the circumstances would suggest. Gays are certainly being more careful than straight people, despite there being no chance of babies. That's a good thing.
Circumcision is another issue, which is even the reason why american gays have higher HIV rates than elsewhere. While circumcision can make it so the penetrator has a lower chance of contracting HIV (through making his penis' skin tougher and not leaving any space for infected fluids to stick around until he takes a bath), the problem is that tougher is not good for anal sex, nor is the loss of the foreskin (which already reduces attriction). A circumcised penis will cause more tears on the receiver, so if the circumcised guy has HIV, his odds of spreading it are vastly increased. So another good thing to do to avoid HIV, as a gay male, is to avoid receiving mutilated cocks.
Do this all, and you'll probably kill yourself at 50 without any STDs! Hooray!

If you're lucky and towards a big city, some of them have literal STD clinics where they specialize in testing -- the typical battery is HIV, Syphilis, Gonorrhea, and Hep... B? Uninsured it's ~$80.

There are actually lots of testing kits you can get online for free who'll do it for you.
E.g. in the UK you can order a testme kit to check for gonorrhea and chlamydia and all you do is submit a urine sample in the kit provided and then get your results online/via text/email in a few days.
For HIV, you can buy the tests online (I think you can get them free in the UK now too). A fingerprick test will only tell you if any sexual activity BEFORE the last eight weeks led to a contraction of HIV. A blood test from the arm can range from anywhere BEFORE a week or two I think.
