Your pre frontal cortex matures quite a bit until mid 20's. Basically the physical structures in your brain related to planning, decision making and the like don't finish until your mid 20s- an actual physical growing process, not just mentally maturing from experience. This is why you should never marry before age 25, huuuge mistake. You're not physically done developing until mid 20s, the whole "I'm an adult at 18" thing is bullshit. This is why teenagers/early 20s have so many accident etc.
