Definitely possible op, I'm 5'7 and not even black and I can dunk. Its all about the rate at which you can extend your legs, my squat 1rm is only 3 plate so I'm not strong by any means but I can use that strength that I have faster than someone who can squat 4pl8 and doesn't jump as high as me.

4) Plyometric training
It depends on your natural strength and explosiveness. Muggsy Bogues was 5'3" and he dunked in practice. I don't think he ever dunked in a game.
