To answer your question, start him on calisthenics before giving him weights. I'm assuming he's not experienced in lifting so try to build him some basic strength and stamina first. Then start him off small, like letting him lift the bar and low-weight dumbbells. 13 is a decent age to start working out, just don't go overboard or you'll fuck him up.
Stunt his growth and make him a 5'9" manlet. Then introduce him to /fit/ when he is 18.
