Ehh not really in the mood and a little too in depth but:
Requirements:
Drawing tablet lol
Several brushes in style of dripping paint/paint strokes etc etc all these you can find with google (most of them are low res but since you're not gonna print these anyway you'll be fine with max 1200px brushes)
>Take picture of a bunch of flowers
>Look at old paintings in terms of colour palettes think Floris Claesz. van Dijck or some other dutch painter
> paint over the flowers in photoshop/ Illustrator
> Took a picture of a guy
>Make composition in photoshop
>Make use of layer masks and smart objects for the love of god
> Liquify the everliving shit of those flowers to make that drapy melting look.
>the third picture is also liquifying the everliving shit out of your comp only did I apply some bevel and embossing to it and over simplefied the colours and depth to kill the realistic look of the photo.
The third part is kind of hard to really turn into a tutorial and all I can see is learn layer blend modes and what they do + check some tutorials how to make "realistic" brush strokes on Youtube etc
