The converse of the "Ecchi material is suggestive and often times cute; however, /e/ is still an NSFW board" adage applies to /c/:
"/c/ute material is cute and often times suggestive; however, /c/ is still an SFW board."
If stuff like that is allowed, but this thread is not allowed, it follows that it's not allowed because it's fetishistic, not because it's porn.
As OP mentions, /cm/ does get bondage threads (>>>/cm/2984213), so it would make sense that /c/ could have them too, but the mods have made the choice to move it here. So I guess we're visiting you guys today. Cheers!

Because my /e/ content is split between my normal anime folders and my disorganized mess of a porn folder. Add to that the fact that most threads are about a fetish rather than a character/show and I finding suitable pics to post becomes a nightmare.

I'd agree that bondage, by nature, is more lewd than cute and would belong here, even if OP didn't want NSFW images. /cm/ probably gets away with it because there's no intermediary board for them.
