Ah, well I've fairly limited experience with Sai but a few general methods
-Low blending, low dilution, high persistance keeps shading and toning consistent from what I messed with. I find both hard and soft brushes have their use for shading,
-Skin tones and other tones. Nabbed this from a /v/ tutorial dump and I still think it reigns true. It's fine to use similar colors for shading/toning but even using differential colors can be just as fine.
-Lighting has color, though nuanced. So it may influence your highlights. Studio lighting may be blue or yellow though to a far more pale degreel, so you might use highlights of those color than a lighter tone of the character's skin. The inverse MIGHT be true of shading, so you may opt for what you see here or that color's opposite on the color wheel to a darker degree (though maybe not the same layer*)
-Eyes. It's nice to see eyes done in lineart and color through them (via color layer on multiply above lines) but I find it's fun to color over the eyes completely, leaving the color layer normal and "Preserve Opacity" checked so you can keep adding details. The lines underneath will be used as a guide. It's a little insane coloring and shading on one layer but it can produce interesting results and possibly influence good stroke control. You might employ a similar but different method that works better for you of course.
-Hair. I haven't much experience with dyed streaks but the rules of shading still apply. Try thinking of hair volumetrically rather than collectively (I can show you what I mean in another pic). What I mean by this is shade the colored parts in strands in the direction hair is flowing. Blue parts having more darker parts of blue drawn in various degrees, small but noticeable highlights and so forth. You're not making EVERY strand of hair but giving the illusion of their presence is the best way I can put it.
