There was a huge logical gap as to why the prey were able to live with predators peacefully for thousands of years and then as soon as the age of technology came about, they suddenly decided that they needed protection from them. The shock collars have been a thing for so long in proto zootopia that predators have come up with their own cultural traditions surrounding them. There was no explanation as to where the whole mess started.
The only logical reason within the story would have been that predators were actually going savage and attacking prey, but that would have gone against the notion that the prey were just being blinded by stereotypes and that there was never anything to be afraid of. If it was an elaborate false flag operation like what Bellwether came up with in the final movie that initiated the shock collar mandate, then we still have a justification because there were still documented maulings occurring that didn't stop until they started using tame collars.
If predators and prey living together was something recent, and the predators hadn't even been allowed in prey cities until the shock collars were invented, then that might make a bit more sense, but that wasn't the case from what we saw. Predators and prey used to get along until one day, the prey decided it'd be a great idea to demote predators to second class citizens, and for some reason everyone in the city went along with it.

Disney was not prepared for how successful Zootopia was going to be. It is a total repeat of what happened with The Lion King, where they underestimated the movie and wrote it off, while thinking that Pocahontas (which was an Oscar-bait movie) was going to be their big hit. They didn't think about it very hard, they just wanted to get a message across, and that message was: "Prejudice is based on ignorance; those people you don't like didn't do nuttin!!" Which isn't how reality works at all. Prejudice is based on negative association, meaning people see a few individuals from another group do something bad, then start to associate those kinds of people with the bad ones they saw. Humans are naturally xenophobic, and it's easy to fall into the trap of negative association because of that.
Because this movie ignores the actual cause of prejudice, the prejudice it shows feels weird and vapid. If foxes were never dangerous, why is there fox-away spray? Who manufactures that? I've got a better one: Zootopia is a post-Industrial development and the rest of the globe is split into enthnic-national nation-states in the way that the world had been divided prior to the Industrial revolution.
Basically, paint Zootopia as an experiment in multiculturalism and have the rest of the world consist of the wolf nation inhabited by wolves and some second-class minorities, or the horse nation inhabited by horses and some second-class minorities.
Then explain that Zootopia is a failed experiment, and that the people living in it today are living in the ruins of 1960s-1970s bleeding heart politics and post-war idealism and that they're having to live with the consequences of this blind, dumb optimism.

Zootopia was like Frozen in that it was a steam engine that just kept going. Finding Dory seems like it's a lot more front loaded. It still has a fair bit of money to make but it won't cross $1B.

Whatever money it doesn't match Zootopia for will be more than made up for in the sheer amount of plastic and cardboard shit bearing Dory's likeness. This is something that Disney is kicking themselves in the pants over though, because they made very little effort to market and merchandise Zootopia and they consequently left a ton of money on the table. So if foxes are disproportionately involved in bad things then the assumption that any specific fox has a higher probability of being involved in those bad things than a non-fox is a valid assumption. The statement "foxes are involved in bad things because they are foxes" is not (proven to be) a valid statement, but that's not the statement Judy makes. In fact she makes opposite intimations throughout the entirety of Act 1.
Judy is not racist, bigoted, or biased. She is rationally responding to the higher incidences among foxes of bad things that must exist for there to be a negative stereotype of foxes.
When she disregards this natural and sensible caution she does nothing more than open herself up to being mugged by a pack of feral niggers.
However, there is a big gulf between "blacks commit more crime" and "blacks commit crime because they are black."
The point of the movie is nothing to do with racism or bigotry - it's that even if your entire race is full of worthless nothings - kind of like the black race today - you as an individual member of that race can rise above the stereotype and be more than what others think you are - so long as you don't wallow in self pity and actually fucking try.

Unfortunately, yes. I'd never advocate for laws that are discriminatory, because citizenship overrides colour. We are all Americans first, even if some of us aren't very good Americans or indeed very good at being American. I love this nation, but not in a patriotic way. Patriots love their idea of their nation - they have a fantasy concept of what they want America to be, and that is what they love. I love the America that I have. America is a special, unique place. It's not the best place, it's not the only free country, or any of that dumb American exceptionalism bullshit. But it is the only America, the only country inhabited by Americans, and the only country with its history. I've travelled extensively - I've been to every continent except Antarctica - but there's no other place I could live than America. There are a million tiny reasons why, and some big ones.
