I thought all of the characters were pretty well developed except for the villains. They were just evil for evil's sake, granted they are nazis but.
If you're into female-heavy comics i recommend Birds of Prey (start from 1 and end at 108) and Ms Marvel.

Schoolastic has a good line of DC chapter books and there's also some Lego DC superhero books (the toons are starting to show up on Netflix). Those are perfect for kids the age of your daughter. I get them for my nephews/nieces all the time.
If you wanted a female focused story, you can check out Billy Batson and the Magic of Shazam - it's as much about Mary as it is about Billy.
