I've always had an inexplicable hunch that he's a character from one of Rebecca Sugar's Invader Zim fanfics, similar to how Lars and Sadie were her Ed, Edd, and Eddy fan-characters. Zim had a lot of weird mundane humans who would pop up for background gags like Onion does.
