The stereotypical '80s US culture is an amalgam of several things. Big hair, overt corporate greed (as opposed to covert corporate greed), "futuristic" technology like toys that make KRSHH sounds, conservatives demonizing heavy metal, tensions in the Middle East, post-post-post-Vietnam attitudes about foreign wars, and lots of other stuff.
Some stuff came to an abrupt halt in the '90s (big hair), some stuff slowly fizzled out (futuristic technology actually became futuristic, fucking cellphones man), conservatives found other boogeymen ("""urban""" culture), attitudes about war blurred, and so on and so forth.
You can't really divide culture into clear-cut decades. For example the early 2000s were a lot more like the '90s than the late 2000s. You could probably bunch up 1990s-mid-2000s, with the popularization of smartphones (mostly through the iPhone) being the real groundbreaking event.
Or maybe the ever-dropping prices of solar power will prove to be the real watershed for the 2010s, who knows.
