With Manx in charge it's very unlikely. Hell, if Megakat City is essentially Mega City One with anthropomorphic cats. The city is essentially a self-sufficient city state where Manx is the highest authority to which even Feral answers.

I have not watched the Voltron revival, and it's been mentioned as a good example of a show being brought back successfully to a new audience. What does it do well? What would Swat Kats could take from it?

It reintroduces the concept of Voltron (five lions = big robot man that can kill off legions of evil aliens) respecting its source material while still trying to do its own thing. There's a bit more to it involving re imagining characters and such but the core element of robot man fighting aliens is preserved and not just self parodied.
With Swat Kats Revolution, its a bit trickier since its trying to be both a soft reboot and a direct continuation. But obviously the key should be keeping elements classical to the series (i.e: dogfighting cats) while introducing some new things to keep it fresh. Old and new.

public works for commerce are a way to get revenue, i think it's not something inherently corrupt, nor that a wall alone would keep out a villain.
the rate at which the enforcers replenish their numbers speaks tons of the funding they get, i think the main issue is that they simply won't restructure themselves to face different kinds of threats, specially when the alien invasion showed they WERE prepared to engage in dogfights and beat down an organized invasion.
i think a more effective way to show corruption taking place would be Manx appointing people that have dodgy connections for the sake of strengthening a political group or to appease the public opinion. It will help tons to flesh out the city's administration with officials of all kinds, money flowing in and out with taxes and having some subplots with Callie constantly investigating shady expenditures and rulings and getting into trouble of her own for it.

That's called being incompetent, but considering all the shit he has to deal with, (A city that has a police force that is a defacto military and super villains running around destroying public property and killing people every week) the fact that Megakat City is still the most populated city in the world, speaks volumes to how desirable it is to live there. If anything it must be where a lot of industrial companies are based out of from the amount of public works projects needed to repair the city after every attack. And to the fact that Mega skyscraper you deride was to be the headquarters to a giant Japanese Cat corporation, it would bring in thousands of new jobs and business to the city. Hell, even after Viper wrecked it, Manx was able to get the company to still want to use the building before it got infested with the Ci-Kat-As. Also Manx manages to take what is a huge cut of profit. Like when the plan to build an industrial park at Ana-kata-isle was scraped to turn it into a state park (Unknown who if it was the Japanese Cats or Manx who thought of the idea), but probably it was Manx since he mentioned he was getting 25% of the proceeds of everything the park made.
The only real corruption I can see is if Manx gives contracts and political appoints to his friends who in turn help him out make money. But if this of the same frame of the original series, I think taking that angle would turn it into a scooby doo ending that is unsatisfying. (Just look at Razor's Edge to get an idea.)

It would be nice to see an episode where the enforcers actually start getting the job done and the SWAT KATS have to figure out what to do with their time since they aren't needed. Until it's found out that the villains were just faking to get the SWAT KATS to be complacent, or something. I want to see the choppers actually not suck one time.

Remember they aren't just freefalling, they're moving machines carrying momentum before plastering into the ground to a full stop. Cars are designed to deform to absorb impact, if the helicopter airframes actually survive you can guarantee they're not safe to crash in.

Oh, yeah. I get you there, but I guess what I think could be accomplished with having more "street level"(?) villains is to have their own plots be a bit more grounded while still being sort of a threat. Like not have him team up but maybe have an episode or two where a similar sort of villain manages to pull something off, and since it isn't as grandiose as some of the A/B lister type of villains' plots, it can lend itself to a little character writing.
I guess kind of like Hard Drive now that I think about it. I dunno, the concept of having someone that's basically a jobber on most days still manages to kick around without being a complete joke is inherently funny and kind of cool to me.

Hard Drive can actually be threatening because of his electrical and electronic based attacks and you can use that for multiple things even if it was just to be a jobber to set up for the bigger villain for a majority of the episodes he was in.. Hell, with how the world has become so much more technologically dependent, Hard Drive could easily be moved up to an A class villain, especially if he creates a surge suit that allows him to move around in Wireless signals as opposed to just electrical lines.

It's more of a matter of making sure their power can be reused in different ways to make them a threatening by themselves and not just hired help for a bigger bad. Hard Wire's electrical power basically gives him the ability to manipulate anything electrical including piloting any machine. Throw in Pumadyne tech and can create a lot of different high tech plots. Especially since money is held digitally now so he doesn't need to take bags of cash to commit a crime.
