A stupid law would have been passed one year, and repealed the next. A lot more porn. A much bigger global industry. Manga wouldn't take off as much, because translated imports would blow them out of the water in terms of quality. Marvel would have bought DC, and they'd be their own major media company by now, instead of an IP farm.

At best the growing pains would complete it's cycle and comics would be seen as a medium for all ages like what happen with film
At worse some tragedy would have befallen where comics would have been to blame and it would shunt it's growth in the same way it happen in video games

Superheroes would never have become as big as they did.
Comics would have been where every prospective horror or sci-fi writer would have gone because of the limitless potential of storytelling.
Comics might not have been considered juvenile for very long as they'd have been a part of the cultural renaissance of the 60's in a much bigger way than they were in reality. Maybe on the same level as classic films and highly influential novels.
I love capes but the CCA snuffed out one of the ultimate storytelling mediums before it had a chance. It'd be like if almost all novels were high fantasy or if almost all films were crime dramas.

I think without a creatively stifling influence hanging over comics that the Silver and Dark Ages as we know them would have been less extreme and more drawn out. I think that the 50s and 60s would still see a rise in whimsy but at the same time they would have been edgier. In turn, as >>84407665 noted, more horror and sci-fi would have been in the comics instead of the other media they occurred in. Because of that, I'll bet that many ideas first presented in superhero stories might have been told differently; same high concepts but not superhero stories. By the time we reach the 80s or 90s out doesn't become quite the Dark Age we know because the pendulum had no momentum to swing so hard to the other side.
