I think DC were going through a phase of feeling the need to show that superhero comics were very dark and serious, so they did things like largely destroying and retro-actively darkening the Justice League International-era league(who were remembered as largely comedic) and making Dr light (who I think was seen as a comic-relief villain at that point) seem serious and dangerous by making him a rapist
