What's great about that speech to me is how it's the old adage about how "people who would sacrifice essential liberties for temporary safety deserve neither of them" taken to a horrifying extreme: a place where the very idea of justice necessitates the erradication of freedom, and that thought has been naturalized to the point where it has become the cornerstone of an entire government.
Not only is it a strong and terrifying concept, but it stands beautifully in contrast with the romanticized notions of vigilantism and heroism, where justice and freedom go hand in hand. In fiction, a vigilante frees himself from the law in order to dispense justice, and is considered a hero for doing so. But here is Dredd, saying that freedom and justice literally cannot coexist together, and that when faced with the opportunity to choose between them, people will pick the latter.

Isn't this what Ennis tried doing in the MAX run? He painted a not so pretty picture with Frank being a broken and frightening individual. Through all his inner monologue, you can tell he's thrived on nothing but war and clung onto the criminals as an excuse to perpetuate his rampant killing sprees -- but imagine for a second -- what if it wasn't a bunch of mobsters who killed his family, instead it being like a couple of rookie cops? But that's all through Ennis' spectrum of writing; people still clung onto his ideas though.

Very occasionally, mostly when he's forced to. Otherwise its a fifteen minute rest in a Sleep Machine and then back on the streets, in between slightly longer periods being stitched back together after getting shot, stabbed, blown up, eaten alive, impregnated by xenomorphs or what have you.

It's a time thing, I think. The early chapters of Insurrection and the book cover is in his older style, with all that lovely shading, but he had to stop part way through. His 90s work on Shimura actually looks quite similar to his modern work, but because its in black and white it doesn't look the same.

I think it deserves credit as the blueprint for the modern Dredd story: a sci-fi police procedural based around a strong cast of supporting characters who allow for different points of view other than Dredd's. The problem is that it also tends to remove a lot of the crazy awesome sci-fi crime and madness of classic Dredd, and if the supporting cast can't stand on their own they might as well not be there at all.
